Methodological Bases of Institutional Reforms in the Agricultural Insurance Market

The paper emphasizes the necessity of the formation and functioning of agricultural insurance market with appropriate institutional support. The structural, infrastructural, formal and informal institutions are the institutional basis of the agricultural insurance market. The aim of these institutions is to coordinate financial, economic, legal, social, ethical and other communications that take place in agricultural insurance market. The author analyzes three levels of institutional transformations, whose main task is to ensure equivalence insurance interests of agricultural insurance market, to display methodologies relationship between the participants of the insurance process. The first level of institutional transformation is based on ensuring trust and mutual understanding between the participants of the insurance process and balancing the ethical, psychological and cultural aspects of agricultural insurance market development. The second level conditions the formation of the consolidated liability ideology of the insurance process participants and providing equivalence of insurance relations in the agriculture. The third level is associated with the creation of conditions for the favorable insurance environment and revival of synergy effects of agricultural insurance market on the basis of sustainable development. Implementation of institutional transformations process is directed on the achievement of maximum consensus of interests between participants of agrarian insurance market
