Instruments of the State Innovation Policy of Ukraine in the Context of Implementation of the European Experience

Declared in the strategic state documents transition to an innovative socially-oriented type of economic development of regions and the state actualizes the improvement of state innovation policy according to the modern challenges. In the article the features of usage of state innovation policy instruments in the EU and Ukraine are analysed, the prospects for implementation of the European experience for the improvement of the innovation system of Ukraine are determined. Tools of innovation policy are systematized on the basis of the national innovation system concept, in particular determined the following groups of instruments: legal, financial, staffing, infrastructure, which includes financial institutions, production and technological, and information structures, tools of social interaction. The author suggested the tools of social interaction as an important part of innovation development, it is noted that a lack of social capital in the innovation sphere is an influential obstacle to the effective implementation of innovation policy.
