Reforms of Decentralization of Power: Incorporation to the Sustainable Regional Development

The article analyzes the results of the government decentralization reform in Ukraine by the beginning of 2017 identifices the problems of reform, discusses the concept of the capacity of territorial communities and criteria for determining the degree of capacity. The recommendations for integrating two essential events, namely, decentralization of power reforms and the implementation of the concept of sustainable development, are given. The methodical recommendations of the American experts on sustainable development are presented, concerning verification of conformity of administrative and economic territories with the criteria of sustainable development. Process decentralization of power takes, place butactively not enough, however,there is a row of thephenomena, that "brake" both creation of communities anddistribution of mechanism of decentralization on the whole.Therefore there are subjective and objective reasons that inthe near time it is required to analyse and decide society.The authors of the article suggest offer the system festimation of economic development of region on thecriteria of decline of level of poverty, unemployment,reduction of threatening differentiation of profits among apopulation that is the obligatory constituents of steady development of region.
