The Participatory Budgets: Experience in Application and Prospects of Improvement in Ukrainian Cities

The article examines the foreign and domestic experience of organizing and functioning of participatory budgets. The effects of realization of these budgets, their influence on the development of community and cities in general are analyzed. The main stages of participatory budgeting process are characterized; the risks and barriers of development of participatory budgets in the communities are defined. At the example of Sumy city, the special features of domestic participatory budgeting process are investigated. Based on analysis of the results of participatory budget implementation in Sumy, it is substantiated, that this project provides increasing of budget transparency and easy access to budget information for population; increases the responsibility of local authorities for their obligations fulfillment; encourages citizens to participate in decision-making processes. With regard to the results of the conducted research, there is proposed a number of organizational tools to popularize the participatory budgets and involve community members to every stage of participatory budgeting.
